Brandy was spotted out and about with her "Dancing With The Stars" dance partner Maksim Chmerkovskiy both looking ridiculous. The R&B singer was wearing a plaid school girl dress with white knee length stockings, white blouse with a black tie, two pig-tail pony tails and makeup caked on her face like she was going to a Halloween party.
